Mitchell-Lama Housing CooperativesThe Mitchell-Lama Housing Program was established in 1955. It provides affordable rental and co-op housing to low and middle-income families. Mitchell-Lama buildings operate under the Department of Housing Preservation and Development (HPD) or under the Division of Housing and Community Renewal (DHCR). When apartments and cooperatives were developed under this program in the '50s, '60s and '70s, they received tax breaks and low interest loans. Rent, purchase prices and resale prices
were kept below market values.
Now, as the designated time periods have passed, many are tempted to buy out.
